Disabled Vsync and observed that entering any affected scenes capped my framerate not to 60 (which is their monitor's refresh), but to 144 (which is my monitor's refresh rate), leading me to believe these scenes might be forcing vsync and not a specific framerate. Testing after a report by Fayaine on the PCGW Discord that the cutscenes were locked to 60 FPS, where I hadn't noticed it happening on my end.
